The Misuse of the Monroe Institute Techniques – Rodrigues & Fiona Barnett

In the January 9, 2022 Interview (1) between Dr. Michael Salla and Tony Rodrigues, Tony mentioned the Monroe Institute Techniques (2). I was triggered by his reference to the Monroe Institute for two reasons: Robert Monroe the founder of the institute, for me is the man whose books had a huge influence on my understanding of the (unseen dimensions) of the world, and second it reminded me of certain passages in Fiona Barnett’s book ‘Eyes wide Open’ (3) in which she details the way the Cabal/the Elite work in various English speaking countries: she describes terrible tales of dark (ritual) child abuse. In the book she also refers to a project called Starlines based on the Monroe Institute techniques. I will elaborate on these aspects in the rest of this article.

TONY RODRIGUES
At around 12″ in the interview (2), Tony talks about his ‘promotion’ in the secret training program after he was regularly almost put to death to invoke near-death-experiences (4). He was put in a class with other young people who were all tested to see how useful they were for all kinds of Remote Viewing programs. Tony says that it must have around 1982. He says that they also used the Monroe Institute techniques to induce out of body experiences. Then the subjects could travel with their astral body to various places to see (or spy) on what is happening at those locations. He adds that he doesn’t want to guilty associate the Monroe Institute with these abusive secret practices.

ROBERT A. MONROE
Like I said in the introduction, this man (1915-1995) is an icon to me. He has written three books about his journey on the path of Out of Body Experiences. It really blew my mind when I was a teenager, and it altered my perspective on reality profoundly. I also very much enjoy the books by Bruce Moen who I consider as a kind of successor of Monroe in the way he experimented with the Out of Body Experiences and Astral travel. You can imagine that when I heard Tony Rodrigues talk about the Monroe Institute in connection with these awful experiments I got triggered. Of course using the techniques (like Hemi-Sync) does not imply that my hero was actively involved. It did however remind me of a similar situation that occurred while I was reading Fiona Barnett’s book.

FIONA BARNETT
In 2019 Fiona Barnett published a free pdf-book consisting of 478 pages on her study, including her own experiences with CIA child trafficking, MK-Ultra, Ritual Abuse and Mind Control (3). She openly uses the names of all the people that would have involved in these awful practices.

At a certain point she also mentioned the Monroe Institute (from page 370 onwards):

During the 1950s, the CIA funded Robert Monroe’s development of what is called the Gateway Experience or Hemispheric Synchronization. You might know it as Astral Projection….

The Gateway Process is a method for inducing altered states of consciousness. It is the basis of remote viewing, astral projection and the weaponization of psychic energy. John Gittinger’s PAS was the main screening instrument for selection in the Gateway Process. The military selected creative and intelligent servicemen as Remote Viewing candidates. This is because high IQ creative people….are also naturally intuitive with a hypersensitive nervous system that facilitates learning of the Gateway Process.”(p.370)

Barnett establishes the link the Gateway Proces and MK-Ultra as follows: “The Gateway Process wat integral to the Stargate Project, a secret US army unit officially established in 1978 at Fort Meade, Maryland by the DIA (Defence Intelligence Agency) and SRI International. Formed in 1947, SRI (Stanford Research Institute) was a hub of MK-Ultra activity. SRI separated from Stanford University in 1970 and changed its name to SRI International in 1977. The Director of Stanford University headed SRI International from 1979. Staffed by Scientologists, SRI International was the CIA cut-out behind the development and weaponization of Remote Viewing and the Gateway Process.” (p.375)

STARLINES
Barnett also introduces the Starlines Project which is especially interesting since it was focused on the exploration of other star systems. In the pdf that you can also download from this site (6) you can read about people remotely viewing (or astrally traveling) to star systems whose inhabitants we know a lot better now these days, like Alpha Centauri, Arcturus, the Pleiades amongst others. I haven’t found the time to study this material, but perhaps it contains interesting information. If it does, please let me know.

CONCLUSION
It appears that the techniques developed by Robert Monroe were not solely used by volunteers in the Monroe Institute in Virginia, but according to Fiona Barnett the CIA was also on top of this, for its potential to weaponize the possibility to visit other places while either with remote viewing, or by using astral travel (or out of the body experiences).

MK-Ultra might have been trying to recruit certain kids or adults to participate in these secret programs. It all saddens me deeply, for the discoveries and beauty and enthusiasm of Robert Monroe’s astral travels, was eventually used for dark purposes.

Just imagine that certain gifted kids were forced to travel to certain worlds where they would meet inhabitants that are discussed on this website, and when they would start a chat, the kid would have to say that in his world he was secretly forced and abused to participate in a program designed to weaponize his abilities. A great way to introduce humanity to other worlds….let’s hope we’ll do better the next round.

    I spied for the DIA well as a recruit for the United States Marine Corps during the time of Perestroika in 1987 and 88.
    I entered into RCMD/ San Diego as a Marine Corps recruit with an MOS of force recon. I left 12 weeks later, with a standby off the book status, and an MOS that was changed to psy-ops CI.
    The lasting memory of Boot Camp was the electric chair and solid core door in chief warrant officers, cubbyhole Office, where I was made to recite the NCO oath, while looking at Herbert Walker Bush after a jolt or two. South hallway if base medical… look into it; I can’t be the only one. I was warned by another recruit that dude come out looking dumb and dazed…
    I spoke with the White House VA hotline about five months ago, and after 41 minutes of conversation and the four referrals from the University of Washington medical to the VA hotline; I got to tell my story, to find out if there was any secret counselors for secret programs, because now I can remember everything. The person at the White House told me that information was accurate and that I was not wrong but they could not help me. Before the conversation was over I simply asked how many others are out there like me that either need to know the truth, or at least be offered counseling through the lie.
    There’s a lot of details to unpack about my childhood. There’s a lot of details to unpack about my adolescence. Will start by just giving you one small detail and if you’re willing to look into it, then maybe you’re willing to listen more and help me find out what the truth is.
    In the front cover of the Bellingham herald Washington state in 1987 or 88. I can’t remember, I was featured on the front cover, with my name, in a silhouette of a racing Russian sailboat in Bellingham bay.
    Also, on the books in 1988 you’ll see that I got a juvenile felony for joy riding little scooters from the college. In 1990 I had an escort of a staff Sergeant from the Marine Corps, go back to that court and spoke with the judge and overturn that, to a gross misdemeanor, so that I can continue to fulfill my obligations that they spoke about in private; without me. I thought I was getting off easy.
    Subsequently, my mom died at the age of 49 from non-Hodgkin’s lymphoma.
    Over the last year, I have allowed these memories to come back and into full view and I’ve encourage them (usually blank them with load noise like music) so that I could see the truth about what my experiences have been. I didn’t know about MK ultra until about this time last year when my sister who had been a big naysayer of my stories and how I feel all the time, she suddenly changed her mind and said she just saw a documentary on something called mk Ultra and that now she was afraid of me. Also, equally disturbing is that my sister took the 23 and me were ancestry.com test and found out that she has more Norwegian blood in her than she should because her father supposedly was Italian. We don’t share the same father.
    Like I said, there’s so much to unpack here and keep it straight. I think she may be afraid to admit she was also and first, the project. I put this together over this last year and so never got to actually say she was, to her. But she’s wicked smart and stuffed that idea deep,… she knows.
    Anyway, her fears are based on something that she has watched over the last 30 years of my adult life, that my proficiency‘s and competencies in most things and my interest and hobbies somehow add up to me becoming some Manchurian candidate or something. We don’t speak anymore.
    Well, I don’t have any I’ll- will to her or anyone. I don’t have a stash of passports, or a collection of guns, or a bunch of hidden knives. I don’t have any plans and I’ve never written a manifesto.
    I’m a constitutional list for this republic and I’m still on active duty on a standby order for that purpose. I suspect there’s thousands like me standing by.
